It's just baggy pants. Such was the style back then. I hear it's making a comeback. (Refer to the wholesome wear post).

I'm wearing a pair of pants like that right now, is that why I keep hearing giggling whenever I walk by the secretaries?

Jodhpurs! I've only seen these once in real life, on a college classmate who was an all-around silly person. He wore them to a sculpture class, and here's another example of him being silly: the first day we made stuff with cut cardboard and hot glue (always a great combo), and he made all this noise asking whether we could title our pieces at the end of the class. Then he named his "Untitled #1." What a tool.

Here's what my computer's built-in dictionary told me:

"How did Jodhpur, a town in northwestern India, come to be famously associated with riding pants? It seems that Rao Raja Hanut Singh, who represented Jodhpur at Queen Victoria's 60th jubilee in 1897, had designed some comfortable riding trousers that ballooned at the thigh and narrowed at the knee so that they could be tucked into boots. While in London, he had the pants copied by a London tailor, who then began making and selling them. By 1899, the pants were well on their way to international popularity."

I get that they are jodhpurs - but they still look distorted to me.
