Yeah. Without the Gotham context the characters just look silly.
I liked the suit he wore in the first movie. This new one seems like we're back in FAO-Schwartz-land. He should be standing around in an unopened blister pack in that outfit.
But the Joker looks great! I don't agree with you guys. That's what the Joker would actually look like. He wouldn't have that goddamned "built in" grin they still draw him with (and he certainly wouldn't look like a tubby, middle-aged Jack Torrance prancing around in wax lips).
I think the Joker design is great, too. I just don't care to see him mincing around against an all white background. I think I got my fill of that from Star Wars cards.
