I have no idea who this guy is, BUT by a total coincidence I did catch a tiny bit of the TMZ sequence about him last night that I think this still is pulled from.
He's the stright-laced cousin on The Fresh Prince of Bel-Air.
From Wikipedie, The Fresh Prince of Bel-Air is an Emmy, BAFTA, and RTS-award winning popular American television sitcom that aired on NBC from September 10, 1990, to May 20, 1996. The show starred Will Smith in a fish-out-of-water scenario. He is a street-smart teenager from West Philadelphia who is sent to live with his wealthy relatives in a Bel-Air mansion.
