Actually, "Balok" was the "puppet" and diminutive alien. The Keeper was the lead Talosian torturing Pike. But the figure certainly resembles the "false" Balok more than a Talosian.

Oddly enough, I feel like the Balok puppet is the most recognizable non-human-looking OTS alien, and he was a big faker!
Better him than real Balok, played by a diminutive Clint Howard. Must've been weird on that set.
