It looks like one of those Sci-fi channel originals from the same era.
I can't help but notice that they never show the Human Torch in action. There was merely a smattering of flames. I'm pretty sure I saw this years ago but it was so forgettable that I forgot it.
THey blow the whole budget at the end of the film when The Human Torch finally flames on.
As far as I can see here, this would have been leagues better than the crap they put out and called a movie for the last two. I read F4 religiously as a kid in the early 70's and was ready to puke at the first one, but they did get some of the spirit of things right. The second was a farce.
