The optimism of the comic book villains never seems to wane. "He's webbed the car!" "Great!"
Great? When is any offensive move a superhero makes good news for you?
But it's the same with Gotham City kingpins. Batman shows up, they think "Batman! I know, I'll sic all my guys on him!"
The obvious best way to ditch them is the diversion. Endanger an innocent life and then take off.
That's why the confrontations in Batman: The Dark Knight Returns were so great! The villains in a total panic, gunning each other etc. when Batman arrived:
"Get out of th' way, Spot!"
"Should have gotten out of th' way, Spot..."
Anyway, these guys aren't even comic book villians. They're comic strip villains, which makes them stupider, more repetitive, and more apt to confine their actions and plans to activities that can be conveyed in one or two panels.
